It might be too late for this, but I was just thinking. Maybe the test should be administered by you, and by that I mean, you observe members' activities and when you feel they are ready to advance, present them with the exam and thus the option to advance.

No to ring my own bell here, but I think I can judge when someone is ready for advancement and when someone is just bullshitting to get through it to troll. The answers thus far have been very insightful and well articulated, and that's not just something you fake for the cameras. I analyze words, so if you're being insincere or just shirking it off it is very evident in your writing.
Neither HA or Spaniard did so. And they have proved themselves on the forum to be some of the most active, interested, and insightful. So, kudos to them, and more people need to start taking the test so we can really get this thing going! ^_^
